Oh, and you don't need to defend why your book isn't free. You worked hard on it and you can sell it if you want to. I'm not objecting to that at all. I don't think anyone should have to defend why they expect to be paid for their work.

It's not win win for anyone if visitors download and begin reading books just to find out half way through that it's not a complete book. People will get sick of that and go elsewhere for books.
To avoid that from happening, if you're going to offer partial books, I think it needs to be made very clear which are free books and which are just partial books. BEFORE the person downloads the book. If there are different sections of the website, that should be clear and obvious. This page right now looks just like every other book page on this site. If I knew where the partial books were, I could choose to go there and knowingly download some excerpts. OR I could choose to avoid them.
I know you have it marked in your description. Is everyone going to read every description to the end? Is everyone who uploads a book going to even say it's not a complete book? Why am I even on this page if I only want complete books?
So again, as it stands, every book I get from this site I need to download, open, and check for the last page to see if it's a whole book before I begin reading. I know where I can get books and not have to worry about it.
